WhatsApp Business API Pricing Explained

If you use WhatsApp Business API for customer support, order updates, or marketing, your budget needs an update. The per-message pricing model introduced in July 2025 still applies, but from October 1, 2026, some previously free replies are now chargeable.

The biggest change? An open 24-hour customer service window no longer means unlimited free replies. Here’s what your business needs to know before calculating its next monthly bill.

Key Takeaways

  • Meta charges for messages delivered, not simply sent
  • Each business phone number gets 1,000 free service messages per month, then service replies become chargeable
  • Utility templates inside the 24-hour customer service window are now chargeable too
  • Eligible Click-to-WhatsApp conversations can open a free entry point window lasting up to 7 days
  • Meta Business Agent has separate token-based pricing and remains paid inside that window

Pricing checked against Meta’s official documentation, updated September 30, 2026. This guide covers the WhatsApp Business Platform API.

The October 2026 Pricing Update

Important Update: The new charges took effect on October 1, 2026, at midnight in your Messaging account’s timezone.

What Changed?

Message TypeBefore October 1From October 1, 2026
Service replies inside the 24-hour customer service windowFreeFirst 1,000 per phone number each month free; subsequent replies charged
Utility templates inside the 24-hour customer service windowFreeCharged unless a free entry point window exemption applies
Incoming customer messagesFreeStill free

The 24-hour customer service window (CSW) still controls when you can send non-template replies. Each customer message opens or resets it. Paying for service messages does not let you send them outside that window.

The free allowance counts messages, not conversations or customers. It resets monthly, and unused messages do not roll over. Without a payment method, Meta stops delivering service messages once the free allowance is used up.

Five Message Categories

WhatsApp now has five pricing categories. Each delivered message belongs to one category and incurs at most one Meta category charge.

1. Marketing Messages

  • Purpose: Promotions, offers, product announcements, carousel showcases
  • Cost: The recipient market’s marketing rate on Cloud API
  • Example: Sending a promotional carousel template

2. Utility Messages

  • Purpose: Order confirmations, shipping notifications, transaction updates
  • Cost: The recipient market’s utility rate, with applicable volume tiers
  • Example: “Your order #12345 has been shipped”

These templates are now chargeable even when sent in response to a customer inside the 24-hour customer service window, unless covered by a free entry point window.

3. Authentication Messages

  • Purpose: OTP codes and identity verification
  • Cost: Authentication rates, or higher authentication-international rates where applicable; volume tiers are available
  • Example: “Your verification code is 123456”

4. Service Messages

  • Purpose: Non-template replies from your team or a third-party support bot
  • Cost: Free within the monthly allowance or an applicable free entry point window; otherwise the published service rate for the recipient market
  • Example: Answering a customer’s question about delivery

Service messages do not receive volume-tier discounts.

5. Meta Business Agent Messages

  • Purpose: Non-template replies powered by Meta Business Agent
  • Cost: $2.00 USD per million input and output tokens, including message delivery; cache tokens are not charged
  • Example: Meta’s agent answering a product question

Meta estimates a typical reply uses 20,000–25,000 tokens, costing approximately $0.04–$0.05. Actual usage varies. The service-message allowance and free entry point exemption do not apply to this category.

2026 Pricing by Region

For marketing, utility, authentication, and service messages, rates depend on the customer’s phone number country calling code. There is no single worldwide price.

Meta’s October update changed 40 rates. Here are some examples:

MarketOctober Change
Pakistan, Peru, South AfricaUtility and authentication rates increased
Mexico, Saudi Arabia, United Arab EmiratesMarketing rates increased
Bangladesh, Iraq, Nepal, Sri LankaBecame standalone markets with lower utility and authentication rates than their previous regional rates
Kazakhstan, Kuwait, Morocco, Oman, UkraineAlso became standalone pricing markets

The nine newly standalone markets also received authentication-international rates. Businesses meeting Meta’s eligibility rules may face those higher rates.

Free Messaging Opportunities

1. Your Monthly Service Allowance

Every business phone number receives 1,000 free delivered service messages each month. Track usage per number when planning support costs.

2. Free Entry Point Window (FEP)

When someone messages you from a Click-to-WhatsApp ad in the Android or iOS app, responding within the 24-hour customer service window with a marketing, utility, authentication, or service message opens a free entry point window (FEP).

Meta’s current documentation says this window may remain open for up to 7 days, starting with your response. Those four message categories are free while it is open. Meta Business Agent remains paid, and advertising costs are separate. Non-template replies still require an open customer service window.

3. Eligible Governments and Nonprofits

Eligible government and nonprofit organizations retain free service messages beyond the monthly allowance through December 31, 2027. This depends on Meta’s eligibility determination.

Separate rules apply to businesses classified as AI Providers under Meta’s policy. An ordinary business using a third-party support bot should not automatically assume it falls into that category. See Meta’s special pricing policies →

How to Calculate Your Monthly Budget

Start with delivered messages by category and recipient market, then subtract applicable free messages. Add Meta Business Agent token usage, provider fees, and taxes where applicable.

Want to estimate your own monthly costs? Use our WhatsApp API Pricing Calculator → to choose your customers’ country and billing currency, enter your message volumes, and include free allowances, volume discounts, provider fees, and taxes.

Example: Customers in the United Kingdom, Billed in GBP

Recipient country: United Kingdom (+44). Billing currency: GBP. Rates effective: October 1, 2026.

Use Meta’s published GBP list rates: £0.0458 for marketing, £0.0159 for utility, and £0.0159 for service, per delivered message. The country here is the customer’s country, not the business’s location. This example is for an account billed in GBP; accounts billed in another currency should use that currency’s rate card.

Imagine one business phone number delivering the monthly volumes below, with no free entry point window traffic and no Meta Business Agent usage. The calculation uses list rates before any applicable utility volume discount and applies the number’s 1,000 free service messages.

CategoryMonthly Delivered MessagesCalculationCost (GBP)
Marketing2,0002,000 × £0.0458£91.60
Utility3,0003,000 × £0.0159£47.70
Service5,000(5,000 − 1,000 free) × £0.0159£63.60
Total Meta message fees10,000£202.90

Your total bill also needs to account for provider subscriptions or markups, any external AI costs, and applicable taxes. Keep advertising spend separate from message-delivery costs.

How to Minimize Costs

1. Make Each Support Reply Useful

Avoid splitting one helpful answer into several unnecessary messages. Include the information the customer needs in a clear reply without making support harder to follow.

2. Use Ads Strategically

Compare the cost of ads with the value of the conversations they generate. Free message delivery does not make the advertising itself free.

3. Choose the Right Category

Keep transactional templates focused on the requested update. Adding promotional content can change their category and price. Follow Meta’s categorization rules.

4. Apply Volume Discounts Correctly

Utility and authentication tiers are calculated by market and category, across the Messaging accounts owned by your business portfolio. Only charged messages count. Lower rates apply to messages within each tier, and counts reset monthly.

Meta may revise pricing on the first day of a quarter: January 1, April 1, July 1, or October 1. Recheck your budget when new rate cards appear.

Template Creation is FREE

BSP vs Direct API Access

Business Solution Providers (BSPs)

  • Pros: Managed setup, additional tools, and support depending on the provider
  • Costs to check: Subscriptions, message markups, seat fees, and automation fees alongside Meta’s charges
  • Best for: Businesses that want a managed solution

Direct Meta Cloud API

  • Pros: Direct integration without a BSP’s platform fees
  • Costs to check: Meta usage, your infrastructure, development, and maintenance
  • Best for: Teams with the technical resources to manage their integration

If you use the Marketing Messages API’s max-price feature, marketing delivery prices can vary up to your chosen ceiling. Budget for that separately from fixed Cloud API marketing rates. See Meta’s max-price explanation →

Summary

WhatsApp API budgeting in 2026 includes customer support as well as templates. Start with your free service allowance, use the current market rates, and account for utility replies, AI usage, and provider fees. The 24-hour customer service window still matters, but it no longer guarantees free messaging.
